Steve has outlined what new media could be used by young people/podcasters/reporters to engage other young people. Steve has some very innovative and exciting ideas and is using some of his facilitating fee to pay for expenses incurred in setting the technology and web pages up.
Collaborations within the Council, Anna Malina is working with Dawn Hurton, Children and Young People's Officer, to support (and showcase at the conference) engagement with young people about potential for a skatepark. This will entail using video function on digital cameras plus other media technology such as still images, mobile texting, skype chats/audio discussions to engage with young people and capture different views; scope also to capture opinions of councillors, parents, people on the street etc. on the issue.
Eden Youth Work Partnership : Youth Work Manager, Sarah Bisson may be interested. Scope over time to involve her and a group of young people from Ulswater Kirby school as 'citizens for the digital age.' If within the timescale they could be trained by Steve.

EDC Further development: If the ‘Eden Media’ pilot produced in collaboration with Dawn in Leisure is successful, the model could be snowballed to other sections of the council. Potential also for take-up by others in Eden and beyond. Note: Invite Dawn to Conference
Schools: All schools in Eden could be invited to take part and students from these schools invited to act as digital reporters (may be useful for projects related to citizenship and IT on the school curriculum). Note: Invite representatives from schools to the conference
Key Outputs: This approach will provide the Council with ideas for an interactive channel of communication to engage with young people (this is useful in terms of engagement policy and also in preparation for Participatory Budgeting).
- Some Councillors might opt to be involved (in line with empowerment policy) and in due course, other councils in Cumbria and partners may want to follow the same path.
- This will mean that engagement in Cumbria can become more cohesive and collaborative – fitting in with the recent news that the Cumbria Consultation Steering Group (comprising representation from all district councils, the Police, NHS and the County Council) have received CIEP funding to install a partnership version of the Consultation Finder database, already piloted and showcased by Eden District Council.
Consultation Finder: We could also include in the demonstration video images of a mouse arrow clicking from the ‘Have your Say’ pages on the Council website through to the Consultation Finder Database to locate the Leisure Section engagement exercise relating to the skatepark. The consultation details contained in the information input to the CF Database will provide information about different ways to take part and offer opinions. This might include text messaging; use of the Council’s new online consultation survey tool called QuickConsult (Dawn and other officers had training to use this last week); also ability to access the Eden Media website, which has now been set up for the podcasts/vodcasts of interviews (in effect local tv and radio). Opportunities to take part in the consultation along with details of aforementioned website addresses could be promoted by local media and local radio/regional tv stations, and emails can be sent to all partner organisations who deal with young people. Young people themselves can pass on information via their social networks both on and offline, so that more young people become aware of the opportunity to engage with the Council. All of this will be included in the practical demonstration presented by Steve and the young podcaster group at the Conference.
Other thoughts/notes:
- Discuss with young people involved how we might include young people outside mainstream (conference workshop topic?)

Reporting/Writing Up
Steve and I will use a shared Google doc to write up the process as we do it, making it easier to track progress. We can use our notes in the wiki to write up as we progress (rather than at the end of the event).
Conference Paper/proposal
Steve and I have already written a proposal for an academic paper (proposal attached here for information) which we hope will be accepted for a conference being held in November. Extracts from the paper can also be used in a final report for the Council and for CIEP and perhaps to present findings at the CIEP AGM (indications are that the project may be showcased at that event).
Potential for Future Funding Anna - Check whether or not CIEP have additional funds for further development of projects - if so we may be able to tap into that if we have more to do.

Penrith Skateboard Park Events - Initial context for developing pilot demonstration/EdenMedia project. Dawn has organised a series of events to be held at Penrith Skateboard Park on Sunday 26th April. Young people had approached her to say they were bored beacuse nothing to do. Suggestion was that the skateboard park could be used more innovatively and could be the venue for range of 'events' that might appeal to other young people. CDRP are aware that some youngsters have been hanging about the skateboard park with nothing to do.
- Young people have now been informed that a series of different events have been organised and will take place at the skateboard park. The idea is to train a group of young digital reporters who will use new media to capture the views of young people attending the events, to ask them to voice their opinions about the events held and what additional leisure activities could be developed. Now organising 2 focus group/workshop sessions to initiate offline dialogue with young people. Anna nad dawn to take part in group dialogue and will manage any unrealistic expectations. Digital reporter group will video and upload to Eden Media to enable on-line participation.
- 2 sessions being organised at Young Cumbria offices - will take place Friday 8th May between 4-5 and 5-6pm, prior to debrief meeting 6-7pm. Dawn/Anna recruiting young people/participants. Anna to alert digital reporters and arrange venue (Young Cumbria offices).
- A further focus group/dialogue session to be held with different young people to get their views about what happens generally in Penrith - hopefully same week (beg 4th May). Young man who has contacted the Council with concerns over young people's experiences in Penrith will be invited to take part.
A Panel session to be held later in May.
- Method: Dialogue Panel would include Arts Managers, EDC leisure Officers, Leaders of sports clubs, Youth services. Dawn to bring this group to the table. Young people would be invited along to make their views about services/skatejam events known. DawnAnna to encourage young people to take part. Ask Barry to do press release?? Ask local tv and local radio to make announcement? Post information on Eden Media News Section.
Ensuing dialogue to identify further actions and also manage expectations (realistically not everything can be done). Digital reporters would take part in discussion and would also film and then upload results to Eden Media. Young people throughout Eden then invited to view the session and add comment themselves using Eden Media. Again use press to advertise and place information on News Section of Eden Media.
This means we can overlay realtime with virtual interaction. On-line and off-line engagement methods become mutually supportive and new media used by young people for young people creates real life significance, eg. young people have real time and virtual platforms to air their views and the Council has a way of identifying and listening to young people's views. They can take their input into consideration when making decisions about services delivered to them.

Tried Rural Foyer but shut. Try leisure centre (no internet access) for use as inteview/training/briefing venue. Try Library for internet access Sunday. Nothing else is open with access to internet on Sundays
